Governor of Macao for permission to communicate with his
Government in cypher, I am directed by Secretary Sir Ed-
ward Grey to request that you will inform Mr. Secretary
Harcourt that no objection is seen to the proposed conces-
sion provided that it also meets with the approval of the
Army Council and the Lords Commissioners of the Admiralty.
